Publish an Announcement

Send system-level notifications to everyone. Each announcement has:

- Announcement Title: up to 100 characters - Priority: Normal / Important / Urgent (affects display style and pinning) - Notification method: List display / Top banner reminder / Popup strong reminder (only 1 strong reminder can be configured per week) - Push scope: All tenants / specified tenants, all roles / specified roles - Display pages: All pages / front-end only / admin only - Effective time: Start time + end time (optional "permanent") - Status: Draft / Published / Taken down / Expired Priority automatically selects a notification method—Normal generally displays in the list, Important uses a top banner, and Urgent uses a prominent dialog. You can still change the notification method after it is selected. Before publishing, you can save as a draft, preview the effect, and then publish; after publishing, you can still take it down and edit it. Real-time statistics of announcement effectiveness: three metrics—"Pushed," "Read," and "Unread"—make it easy to assess reach.
